How can I set up the groups that can be used in the Dimension control report?

You will need to go to:
Accounts > Nominal Ledger > Reporting > Dimension Control
These are set up by going to:
Accounts > Nominal Ledger > Ledger Parameters > Dimension Control
You can create and amend the groups here.
